Three Treaty settlement bills pass first reading
The House of Representatives sat through extended sitting hours this morning to pass the Tauranga Moana Iwi Collective Redress and Nga Hapu o Ngati Ranginui Claims Settlement Bill, the Ngati Pukenga Claims Settlement Bill and the Ngatikahu ki Whangaroa Claims Settlement Bill through their first readings. The bills have been referred to the Maori Affairs Committee.
“These bills provide important redress and acknowledgement of the wrongs of the past for these groups,” Mr Finlayson said. “Today we reflect on the history and future of Tauranga Moana iwi and of Ngatikahu ki Whangaroa in the Far North.”
The Tauranga Moana Iwi Collective Redress and Nga Hapu o Ngati Ranginui Claims Settlement Bill is an omnibus bill. It will give effect to the collective redress of three iwi centred around the Tauranga Harbour (Ngai Te Rangi, Nga Hapu o Ngati Ranginui and Ngati Pukenga).
The bill will also give effect to the individual settlement of the historical Treaty of Waitangi claims of Nga Hapu o Ngati Ranginui.
The Ngati Pukenga Claims Settlement Bill will give effect to the individual settlement of the historical Treaty of Waitangi claims of Tauranga Moana iwi Ngati Pukenga.
The Ngatikahu ki Whangaroa Claims Settlement Bill will give effect to the full and final settlement of the historical Treaty of Waitangi claims of Ngatikahu ki Whangaroa, a claimant group whose area of interest lies between the Whangaroa and Mangonui Harbours in the Far North.
“For the second time in less than a month the House has sat in extended sitting hours to progress Treaty legislation,” Mr Finlayson said. “The cross party support for these Treaty bills demonstrates the importance of resolving all historical Treaty claims in a fair, just and timely way.”

The Tauranga Moana Iwi Collective Redress and Nga Hapu o Ngati Ranginui Claims Settlement Bill
This
omnibus bill will give effect to the deed of settlement
signed between the Tauranga Moana Iwi Collective and the
Crown on 21 January 2015 and the deed of settlement signed
between Nga Hapu o Ngati Ranginui and the Crown on 21
June 2012.
The Tauranga Moana Iwi Collective
The
Tauranga Moana Iwi Collective (TMIC) is a collective of
three Bay of Plenty iwi centred around the Tauranga Harbour
(Ngai Te Rangi, Nga Hapu o Ngati Ranginui and Ngati
Pukenga). The customary interests and historical Treaty
claims of these iwi heavily overlap. TMIC was formed to
negotiate collective redress in relation to the shared areas
and interests of the iwi.
The three iwi also signed separate deeds of settlement with the Crown to settle their individual historical claims.
The Tauranga Moana Iwi Collective redress includes a relationship agreement with the Department of Conservation to enhance conservation lands in Te Kupenga and further provisions for collective management of Mauao / Mount Maunganui with Tauranga City Council.
Nga Hapu o Ngati Ranginui
Nga
Hapu o Ngati Ranginui’s settlement includes a historical
account, Crown acknowledgements and an apology as well as
financial redress of just over $38 million; twenty one early
release landbank properties; thirty commercial redress
properties; the vesting of 13 properties of cultural
significance and the co-management of the Margaret Jackson
Wildlife Management Reserve.
The Ngati Pukenga Claims
Settlement Bill
The Ngati Pukenga Claims Settlement
Bill will give effect to the deed of settlement signed
betweenNgati Pukenga and the Crown on 7 April 2013.
The settlement includes a historical account, Crown acknowledgements and an apology as well as commercial and financial redress of $7 million; the vesting of four sites of cultural and historical significance; $500,000 for cultural revitalisation and $180,000 for marae revitalisation in Manaia.
Ngatikahu ki Whangaroa Claims Settlement Bill
The Ngatikahu ki Whangaroa Claims Settlement Bill gives effect to the deed of settlement signed between Ngatikahu ki Whangaroa and the Crown on 18 December 2015.
The settlement includes a historical account, Crown acknowledgements and an apology as well as financial redress of $6.2 million; a cultural fund of $300,000; vesting of 15 sites of significance and 11 geographical name changes.
Stony Creek Station will initially be vested in the Ngatikahu ki Whangaroa Post-Settlement Governance Entity, Kahukuraariki Trust, which will then conduct an open process across Ngatikahu ki Whangaroa to determine the future ownership of Stony Creek Station.
